   Commissioner Margaret L. Maxwell was born in Phoenix, Arizona. She attended the University of Arizona, and graduated with a B.A. Degree in 1971 with a major in Drama Education and a minor in Spanish. Commissioner Maxwell graduated from the University of Arizona College of Law, receiving a J.D. in 1974.

    Maxwell served as a Staff Attorney for the Domestic Relations Unit of the Southern Arizona Legal Aid, Inc., from 1975-80 and was a Tucson City Court Magistrate, from 1980-82. Formerly with the Law Offices of Rowland and Durazzo, P.C., from 1982-89, she opened the Law Office of Margaret L. Maxwell and was a sole practitioner from 1989 to 1994. The emphasis of her private practice was in Family Law matters. In 1994 she was appointed as a Commissioner for Pima County Superior Court. Currently she has a Domestic Relations Trial assignment.

    Commissioner Maxwell has been active in state and local bar activities, having served for seven years as Secretary of the Young Lawyers Division of the State Bar, as State President and charter member of the Arizona Women Lawyers Association. During the time she was a staff attorney for the Southern Arizona Legal Aid, Inc., she was a member of the national Project Advisory Group, a policy-making organization for Legal Services programs in the United States. While a Tucson City Court Magistrate, she was invited by the National Judges College in Reno, Nevada, to serve as a Faculty Advisor. In 1985, she became a Founding Fellow of the Arizona Bar Foundation. In 1987, she served as the Chairwoman of the Arizona State Bar Convention. Commissioner Maxwell also served as president of the State Bar of Arizona Family Law Section Executive Council and is currently a member of that council.

    She has also served on the Pima County Bar Association Board of Directors, was the secretary of the Board of Directors for several years and was President of the Pima County Bar Association in 1989-90. Additionally, she served for eleven years on the Southern Arizona Legal Aid Board of Directors. Commissioner Maxwell has made numerous presentations as a lecturer and chairperson for State Bar and Pima County Bar Association Continuing Legal Education seminars, at State Bar Conventions and at new judge orientation sessions. In Pima County, she has worked on various local ad hoc committees regarding domestic violence statutes, local rules, practices and court forms.

    Maxwell has served as a volunteer lawyer for the YWCA sponsored program "Women helping Women," the Vietnam Veterans of America Chapter 106, the Community Outreach Program for the Deaf, and the Pima County VoLaw program. She has served as Moot Court Judge for the University of Arizona College of Law, and as an advisor for Arizona Girls State. Commissioner Maxwell is active in alumnae affairs for her college sorority, Alpha Chi Omega. In the past, Maxwell has served on the Board of Directors of the Saguaro Girl Scout Council, the First Congregational Church Board of Directors, the PHASE Board of Directors, and is past president of Habitat for Humanity Tucson, having served with that organization from 1986 until 2001.

    The staff of Division C also includes Judicial Administrative Assistant, Ms. Nancy Beatty.
