   Judge Fell was born in Chicago, Illinois, on Feb. 2, 1946. He attended the University of Illinois, graduating with honors, majoring in Sociology and Anthropology. He received his J.D. degree from the University of Arizona in 1971.

    Following law school he worked for the Arizona Attorney General's office in a multi-faceted capacity handling criminal appeals which involved arguing extensively in the Court of Appeals and Supreme Court, as well as representing several state agencies. In 1973, he began his career as a prosecutor working for the Pima County Attorney's office. He was the supervisor of the Consumer Fraud-Economic Crime Division and later became the Chief Deputy of the Narcotics and Racketeering Division. For the last five years of his tenure at the County Attorney’s Office, he specialized in the prosecution of sex offenses, crimes against children and homicides in which children were victims.

    Judge Fell was appointed as a Judge Pro Tempore on November 17, 1997, by then Presiding Judge Michael Brown.

    Judge Fell is married and has one daughter.
